Q: Can a U.S. citizen with a felony conviction enter Canada? I have been informed that a ministry must be paid $300.00 for an application that must be submitted prior to the entrance.

A: I think that you answered your own question. You can not enter Canada with a felony conviction but with a fee and filling out some paperwork you likely can (you can still be refused if they think you are dangerous).
