Q: I am very confused after visiting the Canadian Immigration site. My husband and I would like to settle in Montreal. We are aware that a pr card will be needed. Should we apply after we arrive in Montreal or do we need to apply while still in the states?

A: OK look, get the ball rolling before you move and apply for out of the country permanent residence. It is faster than moving here and then applying for in country permanent resisence. There is alot you have to do to prepare for your move here. Once you apply for pr you CANNOT leave Canada because they won't let you back in until your papers are done. Call the "call center" and ask them for "out of country" pr paperwork, they'll send it to you.
