is there a discrimination between immigrants in montreal -canada?

Q:

A: Immigrants are very much welcomed in Montreal (quebec is the province) There have been cases where it has been noted that some companies in Quebec do discriminate by last name; if you're last name isn't a local and sounds "foreign" they do not give your cv any glance. In other words : if your last name isn't levesque or tremblay you don't have priority ! there are cases published on that matter.
