Q: I have heard they will not let me know the country without clearing it with them before and paying a tax for a temporary travel permit. No lectures please, I don't drink anymore.
A: If you are doing the driving then I would suggest getting that permit. You don't want/need the hassle if you don't and, god forbid, something does happen. If you are travelling with other's who have clear driving records then allow them to drive instead.
