A: There are more people in Quebec City who can speak English, yes, but in my experience that's mostly because of the tourism industry (maybe a bit because of the university). There aren't very many native speakers of English at all, not many more than in Trois-Rivieres, and far far fewer than in Montreal. If there's less "French culture" in Quebec City (and I don't really know what you mean by that, but I'll assume French Canadian culture) it's not because of English, but perhaps because Quebec is less of a community. Not as many people spend their whole lives there, they just get government jobs there. And they cater to tourists a lot, so that may also make them less true to their culture.
