Can us citizens go to a public school in Montreal, Quebec with no cost?

A: If they are legal residents of Canada, yes, for elementary school and high school. For CEGEP, I think yes if they have been legal residents of Quebec for two years (not 100% sure how that works). For university, as explained above, nothing is free, BUT it has to do with "residency" NOT "citizenship". An American citizen who has lived in Quebec legally for two years OTHER THAN as a university student is treated the same as any other Quebec resident.
