A: Safe in terms of what? The financial district is pretty safe from gang warfare, but not from idiot drivers too busy talking on their cell phones to pay attention to actual driving. There is no safe spot in Toronto or the GTA anymore. Try Newmarket. Their murder per capita rate is less than one. Remember, like drugs, say "no" to Toronto.
