I think you need 67 or something which is combo of languages, education, skill set etc.. For areas with hot economies: Alberta is booming but you might find the winters long and cold. vancouver/Victoria is more emerald isle climate with cool summers and mild rainy winters. Mountains and oceans are nice too and chefs are in demand here as a touristy city.
