A: No where if you are under 18. You have to be 18 to buy, possess or use. The rules are set by each municipality and most prohibit it. Generally, if you can't buy it someplace, you can't use them there either. Here is last year's list - and it is a dying breed, so I can't guarantee some of these haven't dropped out too.
