Question about mailing a letter to Vancouver Canada from New York?

Q: I mailed a Birthday Card to my Brother in Vancouver Canada from New York. The Post Office in NY instructed me to fill out a Customs Form, because there was a DVD inside (which is a video clip of me and my Family wishing my Brother a Happy Birthday) I had to declare it as a Gift and I had to write on the outside label what it was. In which I wrote DVD Home Movie. It has been four weeks now and according to the NY Post Office it will get there within 7-10 Business days. I just feel up to this point that it is either lost or stolen, so I mailed my Brother the same exact follow up gift now it has been three weeks. I am not familiar with the Canadian Post Office, why isn't my mail getting thru? Is it because of the DVD being declared? Is it that suspicious? If I mailed my Brother a regular Package instead of a regular Birthday Card would that make a difference? I know Certified Mail costs more, I thought using regular mail would just get there one way or another. Answers anyone?

A: Right now Canada Post is backlogged. My father in law is a superintendent and I have another friend who works in the sorting of packages. Your letter had to clear the US postal service which I am sure is busy due to Christmas, then it had to clear customs and that can take a day to 2 weeks. Then it would have to be sorted and shipped outwest. I would say this could take anywhere from 3 - 8 weeks due to Christmas.
