Why is it clear in Vancouver but rainy in Seattle right now?

Q: This is quite strange, all day today in Vancouver we had nice sunny, blue skies with just a few tiny clouds here and there with a day time high of 7 degrees Celsius, but Seattle it has been overcast, and raining for most of the day. We're geographically so close, and usually our weather is generally the same, but today was much different.

A: Usually winter weather is dictated by the Pacific Jet stream. Where that hits land is usually raining. North of where it hit may be sunny, and usually colder. Right now it is hitting more by Portland, but it's an example of how the weather isn't the same up and down the coast.
