What is the best way for Vancouver to deal with poverty and homelessness?

A: I personally believe that there isn't one sollution. Certainly by making more affordable housing will help some of the homelessness. But what about the people who are addicted to drugs? Their sollution won't be a cheap home. There are many people on the streets of Vancouver who have serious mental illnesses - schitzophrenia and so on - who probably wouldn't stay in a home - even an affordable one - because of the demons in themselves. I strongly believe that affordable homes - and quite frankly putting a stop to the out-of-control housing prices in the lower mainland - is desperately needed. But it's not the only sollution to poverty and homelessness in Vancouver and the surrounding regions. But as well, there needs to be affordable work-training, a court system that is tougher with drug dealers, more beds in detox centres that are NOT in the same area as the drug dealers and more case workers who can help the mentally ill away from their demons. And that will be just a start.
