A: Well since the letter will be coming from California, it mainly up to the US Postal Service. According to the US Postal Service's website it says that a letter sent from Cali-BC by regular mail varies. It really has to do with how long it takes them to get it to the border. Once it gets cleared by Canada Customs, it will take 1-3 business days (most likely 1-2 as the border is near Vancouver) on the Canadian side. I get letters from Texas all the time and it takes about 5-8 business days, if that gives you any type of idea.
