A: There are a few places, but of course it depends on what you'd call "budget". I'm assuming you mean downtown Vancouver. There will be fewer bargains in summer and on weekends. Working from memory here.....Shaughnessy Village, YWCA hotel, Ramada Pender St, Sylvia Hotel--I can promise all those are nice places, have stayed or worked in them. There's also some real budget places which I can't speak for personally but know of--Victorian Hotel, Blue Horizon, Eldorado. There are some chain places downtown---Days Inn, Travelodge, Holiday Inn, some others. There are a few of what they call backpackers' hostels, which are cheap and very basic but I don't know much else about them. If you want to email me,with more detail about what you want in terms of neighbourhood and accessibility, maybe I can help more. B&Bs are worth looking at too, there are lots.
