Q: Would this apply to all of B.C?
A: The Residental Tenancy Act applies to all of BC. They don't have very many offices but you can get info on-line and forms at those government service centres or whatever they call them. You can phone them but be prepared to wait. Keep in mind that tenants are responsible for damage they cause, so if the problem is of your own making, you as the tenant are supposed to pay for it. If there's an argument about whose fault it is that something needs repair, go through the RTA.
