A: Homelessness is growing, especially with the lumber industry fall-out (most tell me they were originally from a resource-based town) But, Mayencourt's Safe Streets Policy has moved the problem out of the popular tourist areas, so it's not as noticible. Hastings and Main will shock and awe anyone. I can't think of any other city I've visited that has a neighbourhood that bad.
