A: It is tough because it is not assimilating with any kind of plan and it will stay tough until some serious social changes take place over a period of ten to twenty years -- unfortunately. For immediate results though, to tame down the thieves and thugs, it would be only common sense to restore the paddle as jail punishment for thuggery and certain property crimes. It's hard to maintain an aura of machismo if you can't sit down. Also this is more humane, not to mention a lot more economical, than longer jail/prison terms.
