A: I can tell you that Winnipeg is generally a culturally friendly city. You find strong communities of ALL groups of people, Latin Americans included. Winnipeg has good resources and programs for immigrants/students/tourists new to the city and/or looking to learn English. Winnipeg is generally a very friendly and cultural city if you take the time to explore it. Winnipeg has beautiful parks (i.e. Assinaboine Park and Zoo, which is the birthplace of "Winnie the Pooh"), top notch theatres, arts, festivals (Folklorma, Festival de Voyager), etc. There is always something to explore and do. There are MANY resources to help you if you want to come. Your best bet is to directly contact the school you want to attend to get more information. http://www.rrc.mb.ca/index.php?pid=2100 http://www.uwinnipeg.ca/index/elp-information http://www.umanitoba.ca/student/admissions/international/esl.shtml Good luck!
